I was just reading this interesting article about how the municipality of Sofia, Bulgaria is adopting a program to eliminate stray dogs by 2011. They mention here that the stray dogs left after 2011 would “risk a fine under the Animal Protection Act.” I was wondering if it is the dogs themselves that will be paying this fine or perhaps their non-existant owners?

A pet store in Jarpur, India, came up with a dog auction that drew a large crowd. It’s obvious that many people want to have a dog, especially an imported one, and were hoping to purchase one at a bargain price.
“There has been a tremendous craze in the city, especially for the imported dogs, and the only reason is that people have become aware of pets and their breeds,’ said Pawan Sharma who bought a Dogue Argentino with a Rs.12,000 (US$260.)  bid, though it could fetch up to Rs.21,000 (US$456.) in the local market.”

Many people get a dog like a Border Collie because they like the look… and then when the dog starts to herd all the other dogs and small children, they wonder why.
Not doing some research on characteristics of particular breeds can cause real problems.
[Marcia Kidd] in The Coloradoan - Fort Collins, CO, USA says, “… many people get a dog without researching breeds and finding out what they’re in for. …in her work with American Brittany Rescue, about half the dogs come from owners overwhelmed by the energy of such an intelligent dog, bred to work in the fields all day.”
We support organization such as The United States Border Collie Club, Inc. (USBCC) that is:
“…dedicated to preserving the Border Collie as a working stock dog, opposing the showing, judging, and breeding of Border Collies based upon their appearance.”
Before you get any breed, spend some time talking to owners, visiting websites with information on breeds you are interested in, and basically learning which breeds of dogs will fit with your family, living situation, and lifestyle.
Dogs still have their individual personalities and so not all dogs of a breed will be identical but as a general rule, if you find a reputable breeder you can gain a good understanding of the likely characteristics of your new family member.
